Calif. Senate Study: No Background Checks for Addiction Counselors

A new government report from the California Senate lambasted the state for ignoring the criminal histories of a number of drug and alcohol addiction counselors. The report examined a loophole in the legal code that allowed for several individuals to be placed in the capacity of a counselor without first being subjected to background screens.
